Founded in 1963 by two prominent Austrians living in exile – the sociologist Paul F. Lazarsfeld and the economist Oskar Morgenstern – with the financial support from the Ford Foundation, the Austrian Federal Ministry of Education, and the City of Vienna, the Institute for Advanced Studies (IHS) is the first institution for postgraduate education and research in economics and the social sciences in Austria. The Political Science Series presents research done at the Department of Political Science and aims to share “work in progress” before formal publication. It includes papers by the Department’s teaching and research staff, visiting professors, graduate students, visiting fellows, and invited participants in seminars, workshops, and conferences. As usual, authors bear full responsibility for the content of their contributions.

Das Institut für Höhere Studien (IHS) wurde im Jahr 1963 von zwei prominenten Exilösterreichern – dem Soziologen Paul F. Lazarsfeld und dem Ökonomen Oskar Morgenstern – mit Hilfe der Ford- Stiftung, des Österreichischen Bundesministeriums für Unterricht und der Stadt Wien gegründet und ist somit die erste nachuniversitäre Lehr- und Forschungsstätte für die Sozial- und Wirtschafts- wissenschaften in Österreich. Die Reihe Politikwissenschaft bietet Einblick in die Forschungsarbeit der Abteilung für Politikwissenschaft und verfolgt das Ziel, abteilungsinterne Diskussionsbeiträge einer breiteren fachinternen Öffentlichkeit zugänglich zu machen. Die inhaltliche Verantwortung für die veröffentlichten Beiträge liegt bei den Autoren und Autorinnen. Gastbeiträge werden als solche gekennzeichnet.

1. Introduction

Political Science at the Institute for Advanced Studies (IHS) (by Gerda Falkner)

The academic year 2004/05 brought good news for the IHS Department of Political Science.

Among the highlights are:

• three new research projects were acquired

• six new project researchers joined the Department

• all nine former scholars found good jobs or scholarships

• ten new scholars were selected from many good applications

• the new three-year course is well under way

First of all, I want to highlight that six additional political scientists joined our team to work in the three major research projects recently acquired by the Political Science Department.

Hence, the Department now employs seven Project Researchers and three Assistant Professors. This amounts to 22 members overall.

The Department's research agenda is a coherent one. We are all specialised in European integration, in a broad sense. We share many interests and they all relate to each other.

Therefore, our academic exchange is rich and fruitful. At the same time, our research focus is broad enough to allow for variety and individuality, for it includes the manifold aspects of European integration, in a broad sense: the EU overall and its treaties, political institutions and decision-making patterns and policies; plus the intended and unintended feedback effects of EU policies on present and future member states, and on the international environment.

Since summer 2004, we have formed part of two top projects under the 6th Framework Programme for Research of the EU. Firstly, we are active in research in the NEWGOV Integrated Project co-ordinated by the European University Institute in Florence. Secondly, we belong to the CONNEX Network of Excellence, directed by Beate Kohler-Koch at the University of Mannheim. These affiliations will provide access to additional funds for networking and integrating our young researchers into the academic community across the continent and beyond. For both projects, the IHS Department of Political Science will manage the joint dissemination of results via an innovative journal “Living Reviews in European Governance” (LREG) with regularly updated state-of-the-art reviews and with a working paper series (EUROGOV papers). On 1 April 2005, four new researchers commenced work on the project “Dead Letter or Living Rights? The Practice of EU Social Law in Central and Eastern Europe”. It is funded under the Austrian research programme TRAFO for trans-disciplinary research and we will therefore co-operate intensively with lawyers from the University of Vienna and with practitioners from the countries studied.

The members of the Department's 2002 - 2004 student cohort have moved on to new jobs in prestigious institutions such as, for example, the European University Institute in Florence;

the Universities of Munich, Göttingen and Vienna; the European Parliament; and Statistik Austria. We are proud that all nine participants had found a promising job or stipend by the end of their term at the IHS. As of the 1st October 2004, the new three-year postgraduate programme in European Integration has been launched in the Department of Political Science (as recommended by the IHS Kuratorium and the Scientific Advisory Board). A group of ten promising young scholars have commenced their intensive training and their PhD projects. The extended duration will facilitate the combining of the programme with the completion of a dissertation and give our alumni better job opportunities. This three-year programme targeted at the education of young scientists is unique in Austria and has excellent market potentials (this is also highlighted by the large number of excellent applications and the good cooperation with various Austrian universities). The increased stipend of 700 Euro has lessened the pressure on our students to take up additional paid work.

Our postgraduate course in European integration has annual objectives. The main pillars in year 1 were

• training in methods (qualitative and quantitative methods, working techniques, and research design),

• education in theory (social science theory with emphasis on political science and, in particular, European integration),

• European integration expertise (institutions and procedures) and finally

• individual research.

Years 2 and 3 will focus on the development of further European integration expertise, intensified individual research and integration in international networks.

As in the previous year, the IHS Department of Political Science's guests have included renowned Visiting Professors and Guest Lecturers, for example: Alec Stone Sweet (University of Oxford, Yale University), Christian Joerges (EUI, Florence), Brigid Laffan (University College Dublin) and Katharina Holzinger (University of Hamburg).

Internal teaching has been extended and PhD coaching intensified. The departmental staff have jointly developed a new course on qualitative research methods. We put more

emphasis on research design and political science methodology as well as on how to bridge the qualitative/quantitative divide. During an intensive "spring seminar", the students presented their dissertation projects for debate with the teaching staff. A further two rounds of feedback were given during the months of April and May. In their first year papers, we expect the ten young researchers to present fully-fledged exposees for projects on a doctoral level with some part of the research already accomplished.

The co-operation with the Austrian Universities also continues successfully. Members of our Governing Board come, inter alia, from the University of Innsbruck (Prof. Dr. Heinrich Neisser), University of Vienna (Prof. Dr. Helmut Kramer) and the Vienna University of Economics and Business Administration (Prof. Dr. Ewald Nowotny). Thanks to excellent cooperation between the Department of Political Science and both Austrian and international universities, our students benefit from multiple layers of coaching. While it is ultimately the personal responsibility of each student as to how much they take from and contribute to the process, important input is provided to our young researchers by the supervising professor at their university; the IHS Department members; the IHS Visiting Professors; their IHS peers;

and finally the scientific community at large, e.g. at conferences.

The Political Science Department continues to be active in important conferences world- wide. Most importantly, members of the Department of Political Science presented their work on their own panels and in individual papers at the European Union Studies Association's (EUSA) Ninth Biennial International Conference in Austin, Texas. Further important conferences attended by department members include meetings of the American Political Science Association, the European Consortium for Political Research (ECPR), and the German Political Science Association (DVPW).

On a more general level, also, our external relations are well developed. Gerda Falkner will be a Vice-President of the European Community Studies Association Austria during the term 2005-08. She also serves on various Austrian and international committees (e.g. the Steering Committee of the European Consortium for Political Research's Standing Group on European Union; the Board of the Institut für Europäische Politik, Berlin). Oliver Treib and Gerda Falkner are the co-convenors of a newly established Section of the Austrian Political Science Association (ÖGPW) on “Vergleichende Politikwissenschaft und Europaforschung”

(comparative politics and European studies), and Sylvia Kritzinger continues to serve as the ÖGPW Secretary General. Irina Michalowitz participates in a Working Group on Policy Advice of the German Political Science Association (DVPW) and in the development of teaching at the newly established German Institut for Public Affairs (DIPA).

The Political Science Department's publication record for 2004 and 2005 includes publishers such as Oxford and Cambridge University Presses and several refereed journals (such as Comparative European Politics, European Journal of Industrial Relations, West European Politics, Politique Européenne, Journal of European Public Policy, Government and

Opposition, Journal of European Integration, and Zeitschrift für Sozialreform). A number of them are included in the Social Science Citation Index.

The Departmental Working Paper Series in political science is a further important activity.

Published mainly in English and freely available on the internet, this series is our “window to the world” offering fresh insights from within the Department, most importantly by our renowned Visiting Professors but also from internal staff members.

We aim to continue our work along the lines accomplished during the academic year 2004- 05 and we hope that you will take part in some of our activities.
